Section 1: This nonprofit organization is formed for the purpose of uniting in a central organization, all members of qualified bowling teams, leagues, and “affiliate” individuals in the County of Worcester, who bowl in certified establishments located in the following cities: Auburn, Ma, Shrewsbury, MA, Southbridge, Ma, and Milford MA. The boundary lines for the WCUSBCA are as follows: North-Greater Gardener USBC, South Connecticut line, East-Worcester county line, and West-Worcester County line. All monies received shall remain in the association for the betterment and or improvement of tenpin bowling. No one person shall benefit from the monies received.
Section 2: The officers of the association shall consist of 1 President, 2 Vice-Presidents, 13 Directors and 4 Youth Directors.
Section 3: The election of officers and directors shall be held at the annual meeting. The officers and the other members of the Board of Directors shall begin their terms of office August 1, following the elections. The terms of off shall be as follows:
A) President will serve a 2-year term. To run for President you must have served at least 4 years on a USBC board.
B.) Vice Presidents will serve 2-year term with 1 being elected yearly on a staggered basis. To run for Vice President you must have served at least 4 years on a USBC board.
C.) Directors will serve a 2-year term. Election of directors will be on a staggered basis, with half being elected each year.
Section 4: The Association shall publish an annual average book with names printed alphabetically of those bowling 21 games or more in a winter league and shall maintain an alphabetical listing of those with a 21 game average in a summer league. These will be maintained for a period of 3 years.
Section 5: This Association shall operate under the individual membership plan, whereby each adult member pays combined dues of $18.00, of which the USBC portion is $10.00 and the WCUSBCA portion is $4.00 and the WCUSBCA awards program is $1.00. High School Bowling $3.00.
A.) Co-Association fees: Any bowler having already paid the current years national portion of their USBC sanction through another association, must pay the WCUSBCA portions as a co-association fee of $10.00.
B.) Senior Bowlers: A senior bowler sanctioning through a senior league, as defined in USBC rule #101L, will be responsible to pay only a $20.00 membership fee
C.) Youth membership is $4.00.
Section 6: The expense allowance of the Association Manager is $3.00 per adult member and shall be paid in increments of $150.00 per month from September through February, with the final increment March 31. The total expense allowance of the Secretary shall not exceed $3.00 per member.
Section 7: All monies raised for Youth Scholarship shall remain Youth Scholarship Funds.
Section 8: Meetings of the Board of Directors will be conducted a minimum of 4 times per year plus an annual meeting in April/May. The President determines the date and the location of the meetings.
Section 9: All Directors and Line Officers shall attend all meetings, including special meetings, during the bowling season except when the President authorizes absence. If an Officer or Director has 2 unauthorized absences during the bowling season they may be subject to review by the Board of Directors.
A.) person is absent if they are not present before the Treasurer’s report, without a bona fide excuse.
B.) person must attend 50% of bowling tournaments, either working or bowling in it.
C.) newley elected officers are required to be cori checked and pass the USBC RVP course prior to taking office on August 1. Current officers are required to keep their cori check current and take all RVP refresher courses as required by USBC WCUSBC will pay for the cori check as necessary for active board and committee members.
Section 10: The Annual Meeting shall be held in April. A semi Annual meeting may be held in November if so required.
Section 11: The WCUSBCA business year shall run from April 1 through July 31. All bylaws become effective August 1.
Section 12: WCUSBCA will send the allowable delegate or delegates to the National Convention that is allowed by USBC bylaw. That to be the President or Association Manager or both. Travel, plus room and board for 3 days will be paid by WCUSBCA. Receipts for all expenses must be turned over to the Board of Directors for their approval.
Section 13: The USBC Constitution Specifications Rules book shall govern any and all rules and regulations not covered herein.
Section 14: Life members: Any qualified individual grated a life membership in the association, as provided in Article 10, of the Local Association Constitution, will not be entitled to vote at meetings of the Board of Directors unless he/she is elected or appointed as a Director or Line Officer of WCUSBCA.
A.) To qualify for life membership a candidate must have served 6 years on the Board of Directors. (Time served on prior boards will be bridged.)
B.) Three candidates are to be selected by the committee, of 3 board members, appointed by the President. One may be elected by majority vote of the voting body at the annual meeting.
C.) Life members shall receive a Gift and free membership to USBC as long as they remain an active bowler or board member. the cost to be borne by WCUSBCA.
